My dear colleague, Dr. 강현철, Dean of the College of Information Technology and Director of Energy Excellence and Smart-City Lab,
Distinguished Participants, Guests, and Ladies & Gentlemen,

 

On behalf of Incheon National University, it is a great pleasure for me to welcome all of you to the 2nd Symposium on Energy Efficient and Sustainable Smart-City.

 

I also would like to express my gratitude to those who so generously helped us make this event come true.

I am delighted that this meaningful symposium is being held in Songdo, the hub city of Northeast Asia, and one of the most dynamic cities in the world.

 

More importantly, I am thrilled that this symposium is being organized by Incheon National University, which is one of two national university corporations in Korea. In Korea there are 430 universities. More than 90% of them are private universities, and less than 10% of them, 41 universities to be exact are national universities.

 

Among 41 national universities, only 2 are incorporated national universities. They are national universities but given autonomy in its management of money and people with no government control. Between the two national university corporations, one is Seoul National University. The other in Incheon National University.

The Korean government expects these two universities give healthy competitive pressure to each other. But, SNU is Goliath, INU is David. In order for INU to be competitive with SNU, we decided not to imitate SNU. Instead, we chose to be different. In other words, this strategy means that if SNU goes to the East, INU must go to the West.

Specifically, INU chose to become a focused research university. As you may know, there are three types of research-centered universities. “Comprehensive Research University (CRU)” is the first type of research-centered universities in which professors conduct research into their choice of research topics without any interventions by the university presidents, college deans or department chair persons. The school administrators can control professors by the quality of research outputs such as the number of journal papers and their impact upon society, but not by the research topics themselves. Harvard University, University of Oxford, Peking University, and SNU may fall unto the category of CRU.

 

“Intensive Research University (IRU)” is the second type of research-centered universities in which professors and the school administrators behave in the same way as in CRU. The only difference with CRU is that professors’ major fields are narrowly defined to such fields as social sciences, engineering, or business. École Normale Supérieure, MIT, and London Business School may fall unto the IRU category.

 

INU created a new type of research-centered universities, and named it “Focused Research University (FRU).” In FRU, professors in various majors are, in addition to pursuing their own choices of research, encouraged to conduct research into the topics which are pre-determined by the university. INU was a comprehensive research university, but became an FRU by choosing “Bio” as the first focus in 2017, and “Post-Unification Integration” and “China’s Belt-and-Road Policy” as the second and the third focuses in 2018. Then we have finally chosen “Smart city and smart energy” as the fourth focus in 2019.

 

As the 4th Industrial Revolution era comes, Building Smart-City with Energy Efficiency is becoming more important than it has ever been before. That is why we have chosen Smart-City/Smart Energy is one of the research foci of Incheon National University.

 

Today, the leading experts on Smart-City will make presentations on Smart-City technology and discuss their views on cutting-edge technologies and global trends in the Smart-City field.

 

I look forward to listen to your exchange of knowledges and your different point of views about Smart-City.

I would like to begin by pointing out why INU is the perfect partner university with you on this topic.

 

With the good business environment, INU is becoming the center of higher education not only in Korea but in the world.

INU will continue the challenges until we reach to the final goal, becoming the only university in the world, the most innovative and the most creative higher education provider.

Facing the challenge is not an easy job to overcome. But I do have a belief that no matter what and how hard the challenges are, we will come up with solutions and finally reach the goal.

Today, I am truly honored to be here. I am hoping that all of you could make unforgettable memories in today’s symposium by leading INU into a true focused research university with a focus on the smart city.
